The evidence against Cheung Cho-ting is

very strong and I think Your Excellency will agree with me that there is little doubt that he acted with the connivance of Admiral Ho and other Chinese Officials who were anxious to secure the reward offered for Hung Tsun-fuk dead or alive and to obtain the credit of procuring his murder.

I am aware that there is no Extradition

Treaty with China, and that in a case where a person who has committed a crime in this Colony flees to China the usual course is to bring him to trial, if arrested, in the Chinese Courts.

This is, however, an exceptional case of such vital importance to the security of the many thousands of

Chinese living under the protection of the British Flag in this

Colony, that I venture to urge that it should be made the

subject of special representations to the Chinese Government

coupled with a request for the extradition of Cheung Cho-ting

for trial in the Courts of Hongkong.

In the event of your taking such a step

I beg to enclose certified copies of the warrant for arrest of

Cheung Cho-ting, and of the sworn informations of the principal

witnesses in the case to be used in support of the application

to the Chinese Government.

I am sending a copy of this letter and

of the enclosures mentioned in the preceding paragraph to the

Secretary of State for the Colonies to whom I have already com-

municated a copy of the memorandum referred to in the 2nd.

paragraph.
